AMT Introduction

The PIEE Award Management Team (AMT) functionality within EDA provides users with a tool to both manage and view multifunctional Award Management Teams associating personnel to workload.

AMT provides:

  • AMT Mapping Managers the functionality to search, view, and manage AMT mappings which contribute to the rules engine associating personnel to awards,
  • AMT Viewers the ability to search and view AMT Listings and request changes to them,
  • AMT Users the ability to view AMT Reports, and
  • Workload routing data used by many award-based applications.

Mapping Types

Mapping:

An AMT mapping is a set of parameters defining conditions in which its members will be associated via a RULE SET to create a listing. An AMT listing is the grouping of functional specialists assigned to manage a specific award.

Allowing for a spectrum of mapping levels minimizes the maintenance burden placed on Mapping Managers to ensure listings are accurate and complete.

To create listings, mapping levels are searched in order of precedence, starting with the most specific (Level 1 – Exact Award/Order Number) to the most general (Level 7 – DoDAAC). Membership roles are searched independently from one another throughout each of the mappings. Because mappings are evaluated from specific to general, mappings should be maintained at the most general level that is useful for each role.

Level 1 - Exact Award/Order Number

  • Maps AMT personnel to a specific Award/Order Number. This allows for a large award or award with special personnel needs to have a unique support AMT. If an award is entered without an order, the AMT Search Results will display only mappings of awards without an order.

Level 2 – Partial Award Number and CAGE Code

  • Maps AMT personnel to an award and all of its orders for a specified CAGE. This allows for a delivery order vehicle to have the same support AMT regardless of order, or to set up a mapping for all the awards with the same Issue by DoDAAC (first six characters of the award), and limits returns to a single CAGE.

Level 3 – Partial Award Number and DoDAAC

  • Maps AMT Personnel to all orders on a given award. This allows for a delivery order vehicle to have the same support AMT regardless of order number or to set up a mapping for all the awards with the same Issue by DoDAAC (first six characters of the award), and limits returns to a certain DoDAAC.

Level 4 – ACO Code and CAGE Code

  • Maps AMT personnel to all awards assigned to an ACO code for one CAGE. This provides for the case of a large CAGE split between multiple support AMTs based on the ACO code assigned in MOCAS and the CAGE of the award.

Level 5 – CAGE Code

  • Maps AMT personnel to all awards for a CAGE. This allows for all awards for the same CAGE to have the same support AMT.

Level 6 – ACO Code

  • Maps AMT personnel to all awards assigned to an ACO code. This allows for all awards for the same ACO code to have the same support AMT.

Level 7 – DoDAAC

  • Maps AMT personnel to all awards assigned to a DoDAAC. This could potentially be different from the Administered by DoDAAC as specified in MOCAS (i.e., as is the case for Pay Only contracts whereby MOCAS pays the contract, but it is not administered by DCMA). This allows for all awards for the same DoDAAC to have the same support in AMT.

Search for an AMT Mapping Manager

AMT Mapping Managers and AMT Viewers can use the Find Mapping Manager functionality to find the Cognizant AMT Mapping Managers within their Agency.

The returned Cognizant Mapping Manager details includes the Manager’s information, their Organizational Group, and their Managed Functional Roles.

The Cognizant AMT Mapping Manager Details are pre-populated into a table and cannot be edited.

NOTE: Mapping Manager, Email, Phone Number, DoDAAC, DoDAAC name, Organizational Group, and Managed Functional Role(s) allow for filtering against search results. Select the filter symbol next to the column. In the populated field, enter specific criteria to further narrow the returned search results. Additionally, the search results can be ordered based on these columns. Select the two arrows next to the column title to order the results from top to bottom or bottom to top. Selected columns are numbered in the order in which they were selected, with an arrow next to the title noting whether the order selected is bottom up or top down. To select more than one column, hold the Control button and select additional columns.


Functional Role Maintenance

Within AMT there is a list of functional roles that are available to be assigned to users once they are registered, approved, and activated in AMT. AMT Mapping Managers and AMT Viewers can access this list and select or deselect any functional role within their agency. Selecting and deselecting functional roles significantly impacts membership and listings. Users should be mindful of this when making their Functional Role changes.

How to Assign a Functional Role

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Click the My Account button in the top left corner of the screen.
  3. On the populated page, in the Profile section, select My Functional Roles.
  4. My Functional Roles Maintenance page populates.
  5. Select or Deselect the desired Functional Role(s).
  6. Click the Submit button to proceed.
  7. A success message appears at the top of the screen.

NOTE: For additional information on functional roles, refer to the Manage Functional Role Matrix training.

NOTE: When users access AMT for the first time after registration, a pop-up warning stating, “No Functional Roles are selected in your PIEE Profile. Please go to My Account --> My Functional Roles within your PIEE Profile to select your Functional Role(s)” appears.

Functional Role List GAM Access

Within the PIEE Admin, GAMs can see the Functional Role selections for AMT users, including Mapping Managers. The information is view only and cannot be edited by the GAM.

How to Access the Functional Role list as a GAM

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Click the Administration dropdown from the top left corner of the screen.
  3. From the dropdown, select PIEE Administration.
  4. From the populated page, select the User / Role Management from the menu options.
  5. On the populated page, enter in the applicable search criteria for the desired user.
  6. Select the Search button.
  7. From the returned results, select the intended User ID.
  8. The PIEE Access Approval page for the user displays, from the menu, select My Functional Roles.
  9. On the populated page, the user’s Functional Roles are listed.

Manage Functional Role Cognizance

When users register for an AMT Mapping Manager Role with a Location or Group code that is within their organization’s hierarchy, they must also select their Functional Role Cognizance. The roles selected in the Manage Functional Role Cognizance table are the roles the Mapping Manager will manage. The process of selecting Functional Role Cognizance does not go through supervisor approval and should be made mindfully.

How to Select Functional Role Cognizance

  • Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  • Click the My Account button in the top left corner of the screen.
  • On the populated page, in the Roles section, select Manage Roles.
  • The Manage Roles page populates. Underneath the Manage Functional Role Cognizance row, select View.
  • From the populated list, select the desired Functional Roles.
  • Click the Save button.

NOTE: The Locally Managed role type is a grouping of different roles into a single category for the sake of registration. Mapping Managers with cognizance for Locally Managed will have oversight of all roles identified as Locally managed. The Other role type are non-Locally Managed roles that typically require Mapping Managers to register for each role separately (typically at a group level), giving them broad cognizance for particular roles. Within the Manage Roles page, users may hover over a specific role to see a list of the codes that comprises the option.

Functional Role Cognizance GAM Access

Within the PIEE Admin, GAMs can see the Functional Role Cognizance selections for AMT users, including Mapping Managers. The information is view only and cannot be edited by the GAM.

How to View Functional Role Cognizance as a GAM

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Click the Administration dropdown from the top left corner of the screen.
  3. From the dropdown, select PIEE Administration.
  4. From the populated page, select the User / Role Management from the menu options.
  5. On the populated page, enter in the applicable search criteria for the desired user.
  6. Select the Search button.
  7. From the returned results, select the intended User ID.
  8. The PIEE Access Approval page for the user displays. From the menu, select User Roles .
  9. On the populated screen, select the Functional Role Cognizance View link on the far-right side of the screen.
  10. The Functional Role list displays with all the functional roles that user is registered for.
